Recommendations from UN-IOC Forum


Eli Wolff shares these recommendations from the meeting held in Geneva on 10 May.


  • There are a growing number of students worldwide interested in SDP research, policy and practice. There is a need to provide courses, trainings, internships, programs and opportunities to serve this demand. One example is the topic of social impact of sports and social responsibility in sports, which is receiving increased interest from students. In this context effective ways of volunteering have to be explored and ensured.
  • In the area of monitoring and evaluation, there is a need to find effective and sustainable models for partnership and collaboration between researchers, students, practitioners and policymakers.
  • There is a need for increased interaction and collaboration between SDP academics to support and assist thesis review and oversight. Also, academics can continue to collaborate and work together to advance theory and frameworks for the SDP sector.
  • It is therefore recommended to engage in creating bi- and –multilateral cooperation and partnerships at the rectoral and faculty level. This can contribute to know-how exchange, mutual research activities, courses and degrees.
  • Given SDP research is interdisciplinary, there is an opportunity for integration within other disciplines and to publish articles and special issues within existing journals, and not necessarily at this time to establish new SDP-specific journals. The interdisciplinary aspect should be considered important since research in SDP is mostly equated with M+E while political science, international development studies or economic approaches are often neglected.
  • Given the applied dimensions of SDP, there is a unique and essential importance for the interaction and intersection between research, policy and practice. There is an importance in fostering and building the SDP academic and research community, and to recognize the contributions and interactions with all SDP stakeholders. In particular the political actors have to be convinced of the value of fostering and facilitating research and training in order to benefit form the activities in the long run.
  • Recognize that SDP research and scholarship must be objective and willing to engage constructive and critical debate and dialogue.
  • There is a need to continue to bring legitimacy and credibility to SDP in the academy. The relevance of SDP in the academy will also have relevance and contribute to the legitimacy and credibility for SDP on the ground and also in the corporate sector. One opportunity is to explore peer-reviewed research funding to further advance the SDP field.
  • In order to ensure sustainable M+E schemes (and therefore project and program implementation and improvement) governments have to be convinced of the importance of investing into research activities.
  • In order to stay in touch, exchange ideas and spread practice-oriented recommendations sportanddev.org, the ICSSPE edition and the ISDPA mailing list have been pointed out to.
  • For the upcoming ICSSPE Convention, there is an opportunity to have a thematic section on SDP to highlight the work being done in this sector at the intersection of research, policy and practice.

2nd International Forum on Sport, Peace and Development

Registration opens for the 2nd International Forum on Sport, Peace and Development


The IOC has launched the registration process for the second edition of the International Forum on Sport, Peace and Development, which will take place at the United Nations (UN) headquarters in Geneva from 10 to 11 May 2011.


Jointly organised by the International Olympic Committee (IOC) and the Office of the Special Advisor to the UN Secretary General on Sport for Development and Peace, the event will combine discussions on policy development with the sharing of good practices; it will assess the successes and challenges of using sport as a tool for human development and peace promotion and pave the way for future action in this field.


The themes of the sessions are as follows:


  • Sport as a catalyst for development
  • Is sport delivering on legacy?
  • Education and health challenges: contribution of sport to a better future
  • Developing a culture of peace: sporting diplomacy
  • Conflict prevention and resolution: giving peace a sporting chance


Next steps

As reflected by the themes, a strong focus will given to how sport is contributing to the Millennium Development Goals (MDGs) - goals that have been identified by the UN as some of the world’s most pressing issues and require the support of everyone.


IOC President Jacques Rogge and Wilfried Lemke, the United Nations Secretary-General’s Special Adviser on Sport for Development and Peace, will chair the Forum which will include participants from the Olympic family, governments, the UN system, NGOs and the academic world.

First I would like to welcome Dean Ravizza to the team and also, again, thank Keith Lyons for his continuing work with the Wiki.


I have received a few questions from some of you lately and thought it would be best to respond to all, in case some of you have similar questions. Please let me know if there are areas you want me to clarify further.


One comment/suggestion was whether it would be better to allocate different modules to various universities. I fully understand the reasoning for this suggestion, however, I have a few concerns with this. Firstly, I would really like to ensure all universities are able to work on the areas where they have most experience and where the students have most interest. Secondly, I know there are some universities that have already decided which modules to work on. I am aware that using this approach might leave a chance for one or two modules not being addressed. Still, it will most likely provide us with a few different approaches to every module which leaves a great opportunity to ensure we get the best result.


Having said this, maybe it would be useful if all of you could share which modules you will be working on with the rest as soon as you have decided?


Ï have also been asked whether all modules should include the introduction section. If possible, I would very much appreciate this, to make sure we get good material for this section. The same goes for the fundraising section. I think it is useful to get the students think about the cost of their suggested programs and also have to think about the complications of ensuring sufficient funds. To my knowledge, very few guidelines include such information and although it would address fundraising in home countries, this information is also very useful for field practitioners and many techniques can be used at the local level. Lastly, it might suggest some interesting ways of raising funds.


Another question was around the parameters for organizing sports programming in refugee settings. It would be helpful if this section could address what is needed to organize sports programs. I.e. what is needed in terms of planning, equipment, human capacity, skills, leaders, community involvement, environment, area etc in order to ensure a useful and sustainable program.


The same goes for monetary parameters. What will the programme cost? This would call for preparation of an estimated budget including people and equipment, with or without courts, volunteer or paid implementers etc. Then how to fundraise for this budget. This section does not have to be extensive. Examples for program costs can be found on the net.


I think I have responded to the questions I have received lately. Please let me know if there is something I have left out.

Dear all,


It's about time you get an update from me!!! Hope you are all doing great:-)


I have spoken to some of you and thought I'd answer the specific questions to all, assuming you might have many of the same questions/concerns.


One of the most frequent question is around the flexibility awarded to the universities and whether there are any "rules" that you all have to abide by. I consider this a pilot where we have been lucky enough to work with a great number of the experts in the field of sports for development. The reason I shared the guidelines in the beginning was per request from some of you and also to try to make sure we are going somewhat in the same direction, making it easier to pull everything together in the end. Having said this, I still believe we will get the best results if we allow the different universities to approach the project they way they feel most appropriate in regards to background, knowledge and interest of students etc. There will of course be come specifics related to the work of UNHCR, but these will be addressed by the colleagues involved in the review process.


Another question is around time-frame. I am not sure how far the different universities have managed to get by now. It would therefore be great to have a short update from all giving an expected time for a first draft and which modules you have been working on. This will give us a good indication as to when we can expect to move to the next level.


Related to the next level, I would like to ask all of you to let me know if you have someone you would like to suggest for the panel who will review the tools. This will most likely be quite a heavy process and it would be great to have a number of people involved.


I have received feedback from students who would like to discuss the project with other students. I would suggest we try to start this process on the Wiki, as we already have an excellent tool for discussion and information sharing. I know it has not been used a lot yet, but would like your feedback on this.


Further to that point, if has been suggested that we arrange a teleconference and a meeting for all involved to attend. I know a teleconference can be quite difficult, due to the time differences, but maybe we could still make it happen. A meeting was also suggested and again, I would like your feedback on this. One proposed venue was in Trinidad and Tobago in November. I know some of you will be in Geneva in May. Unfortunately I will not be able to be there, as I only have a few weeks left in Chicago before I return to Geneva.


I hope I have addressed the questions posed so far. Please feel free to ask any other questions or share your comments with the group.
